Why Your Property May Be Eligible
Several factors determine whether your home qualifies for development opportunities.

Close to a train or metro station
Properties within walking distance of public transport are often eligible for higher-density development.

Near a town centre or shopping hub
Proximity to established commercial areas can unlock additional development potential.

Located in a growth area
Government housing initiatives target specific areas for increased residential development.

Eligible under Low or Mid-Rise policies
Recent policy changes may allow townhouses or small apartments on your property.
Understanding the policy
What Is Transport-Oriented Development (TOD)?
Transport-Oriented Development allows more homes to be built close to train and metro stations, where transport and services already exist.
These policies aim to increase housing supply and improve liveability by concentrating development in areas with excellent public transport connections.
If your property is within the TOD zone, you may be able to develop townhouses, duplexes, or apartment buildings where previously only single homes were permitted.
Low and mid-rise housing policies allow townhouses and small apartment buildings in well-located residential areas, particularly near transport and services.
These changes are designed to create more housing diversity in established suburbs, giving homeowners new options for their property.
Depending on your location and property size, you may be able to build two-storey townhouses, terraces, or low-rise apartment buildings of three to six storeys..

Property Rezoning & Development Eligibility
Housing Delivery Authority (HDA)
The Housing Delivery Authority (HDA) is a new NSW Government body designed to accelerate the delivery of housing across the state by streamlining rezoning and development pathways.
The HDA can fast-track eligible residential sites through the planning system, reducing delays and making it easier for property owners to unlock the development potential of their land.
If your property meets certain criteria, the HDA pathway may offer a quicker route to rezoning and development approval than traditional council processes.
